JOHN COMPTON DAM REHABILITATION PROJECT: REHABILITATION OF SPILLWAY WALLS (JCD03)

CONSULTANT - ENGINEERING SUPERVISION

REQUEST FOR EXPRESSIONS OF INTEREST

The Water and Sewerage Company Incorporated (WASCO) of St. Lucia has applied for financing from the Caribbean Development Bank (CDB) towards the cost the John Compton Dam Rehabilitation Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of WASCO and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or any import of goods,  if such payment or import to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than WASCO shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

WASCO now wishes to procure a Consultant who will be responsible for engineering supervision of the works for the rehabilitation of the JCD spillway walls. In 2010 the spillway walls were damaged during the passage of Hurricane Tomas. Part of the overall JCD project includes the rehabilitation of the wall to its original design and to prevent any erosion to the spillway.  

 The Consultant will report to Head, Project Management Unit (HPMU).

His/her duties will include, but will not be limited to:

1. Review of the technical information prepared in respect of the Project and submitted in consultancy reports, drawings, and correspondence to ensure the adequacy of all aspects of the design and tender documents;
2. Approve the contractor’s working drawings;
3. Control and appraise the progress of the Works, order suspension of the Works, and authorize, with the employer’s approval, extensions of the period for completion of the Works;
4. Issue variation orders, evaluate variations, fix rates for unpriced work, all after obtaining prior approval of the employer, and/or to make recommendations to the employer regarding alternatives;
5. Prepare and issue interim certificates for payment to the Contractors to certify the completion of the Works, or parts thereof;
6. Inspect the Works periodically, during the construction period and the Defects Liability Period, and to issue Defects Liability Certificates after the rectification by the Contractor of possible defects;
7. Supervise the Contractor in all matters concerning public safety and care of the works and, if required, request the Contractor to provide any necessary lights, guards, fencing, and watchmen;
8. Carry out generally, all the duties of the Engineer as specified in the Contract, within the limitations specified therein;
9. Advise the employer on all matters relating to claims from the Contractor and to make recommendations thereon, including the possible recourse to arbitration;
10. Preparation of a Completion Report on construction of the Project, inclusive of As-built Drawings, within three months after the date of issue of a Certificate of Practical Completion of the Project;

The qualifications and experience of any person subsequently assigned to the position of Consultant shall be acceptable to CDB.

The duration of the assignment is expected to be six months of construction with a six month defects liability period.

WASCO now invites interested eligible individual consultants to submit Expressions of Interest for this Consultancy.

Consultants shall be eligible to participate if:

• the persons are citizens or bona fide residents of Saint Lucia; and

• in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of Saint Lucia.

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

In the assessment of submissions, consideration will be given to qualifications and experience and local and regional experience on similar assignments. Prospective candidates should have a minimum of the following qualifications:

• a Bachelor’s Degree in Civil/Structural Engineering;
• a minimum of ten years’ relevant experience.

Experience in water infrastructure would be an asset. The Expressions of Interest must include a detailed curricula vitae and all information must be submitted in English. Further information may be obtained from the first address below between 08:00 and 16:30 hours Monday to Friday.

Four (4) hard copies of the Expressions of Interest must be received at the first address below no later than 12:00 hours on 8^th January 2021 and one hard copy must be sent simultaneously to CDB at the second address below.  The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest: Consultant - Engineering Supervision JCD03, JCD Rehabilitation Project”.

Following the assessment, the most technically capable and appropriately experienced applicant will be invited to interview for the post and, if successful, to then negotiate a contract to provide the consultancy services.

WASCO reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
